Should Your Lordship be pleased to approve of this proposal, I of course shall not send any until I hear from The James Brooke or the Lieutenant Governor that he is ready and has made accommodation for their reception. But from hence to Labuan communication is very infrequent, it would not be desirable that Labuan should be appointed the sole penal Colony for Chinese and other Asiatic Convicts sentenced to transportation from Hongkong.
