SENATOR LODGE CLOSELY QUESTIONED.
LONDON, March 9th. Asked in the Senate why Sakhalin and other islands were specified in the Supple- mentary Treaty, Senator Lodge replied that that was a direct way to exclude Japan.
Senator Reed asked if the delegates and considered that Sakhalin ha valuable oil deposits and might be used as a mili- tary base if Russia sought to oust Japan.
Senator Lodge replied that as far as he know there had been no consideration of tuus question
Replying to Senater Pomerene, Senator Lodge said he did not know whether the sentative drafts of the Pacific.Treaty had. been preserved.
When Senator Lodge,, stated that no "understandings could be reached under the Treaty except by consent of all the signatories, Senator Reed asked whether there would be any objection to a reser vation saying plainly that decisions must

Senator Lodge replied that he did not think any reservation was necessary, but hd had agree to the Foreign Relations Committee's reservation, for which he would vote. Ho further stated that the Treaty did not bind the United States to take action "beyond engaging in consulta tion in the event of a controversy.
Senator Reed rejoined that if what Senator Lodge said were true, the Treaty was a farce, accomplishing nothing more than the agreements now in force.
