LEGISLATIVE ASSEMBLY AND
- INDIAN **REPRESSION,"
PROTEST MOTION LOST!
DELHI, January 19th.
The keenest interest was displayed in the proceedings of the Legislative Assem bly today, when the Munshi Iswar Saran moved a resolution recommending the im- mediate abandonment of the policy of repression inaugurated in the country." The galleries were crowded to their ut most capacity, Eighten members pro- posed amendments, from which the Pre sident selected for putting to the assembly one proposed by Dr. Gours, reading as follows:-
11
While strongly deprecating the aggres sive form of non-co-operation manifested by the non-co-operators, and the resort to violence by them, as niso the menace of civil disobedience, this assembly strongly disapprove recourse
repressive policy without previous consultation with this House, and recommends the immed iate abandonnent of this policy and a reversion to that of March ard, the re lense of all persons in detention in pursa ance of that policy, and the convening of ja conference of all shades of opinion, with a view to concerting practical plans for the restoration of penon in the country and ensuring its political progress in consonaner with its national aspirations.
A Nvely debate ensued, in the course of which Dr. Sapru, Mr. Dwarkadas, Col Gidacy, Mr. Darey Lindsay, and Mr. Abdul Kaseem strongly supported the Government. Sir Sivaswamy Aiyer re ferred, aidss applause, to the Govern ment's remarkable forbearance towards Mr. Gandhi, and opposed Dr. Gour's amendment.
Sir William Vincent, in a powerful aud eloquent spech,,, defended the action of the Government, and claimed that the Governnien, had every desire for full con sultation with the Assembly.
The Government, be continued, bad no desire to interfere with the non-co-opera- tion movement, provided pence and order, The Government) were not endangered.
had been accused of weakness, but they had been too patient. A steady campaign of edition, incitements to disorder, and attempts to undermine the loyalty of the Arcy and the police had followed the Moplah outbreak, and the atrocities com, mitled were entirely due to the Khalifate movement. The report that non-co-opera- tion was decreasing was entirely untrue. The military bad been called out nineteen times in ninety days. The object of the extremists was vengeance on those who differed from them. The Government had been forced to take action by the activiting of Mr. Gandhi and, his follow ers and for their unexampled patience the Goperament were charged with be traying the liberties of the people. Ex- pmesions of sympathy were futile with- at the piroposal of practical remedies. The Government had had no time to con- sult the Legislature when they were faced [with n position of great gravity. In con. elusion, 5 William most earnestly ap pealed to members to pouder on their responsibilities, for their property" "their lives, and honour were at stake.
Dr. Gour's amndment was lost by 59 vols to 36, and Munshi Sarun's 'motion' by 53 votes to 333.-Kruter.
