A protest against the "maintenance of taxation at its present high level, and a warning of the disaster to industry which will be caused "unless there is a substan tin reduction, was sent on December 19th to the Chancellor of the Exchequer by the Federation of the British Indus tries.

The Federation is pressing for the aboli- tion of the Corporation Profits Tax A well as an easing of the crushing burden of incometax The letter sent to Sir Robert Horne is in the following terms:

The Federation of British Industries has just copehaded its annual investiga tion into the effects of the past year's taxation, and the "views of industry s to the future. In the course of this in- vestigation general meetings were held at Shadleid. Nottingham, Bristol, Swansea, Leicester Dundee, Edinburgh, Glasgow, Newcastle, Northampton, Birmingham Liverpool, Manchester, Bradford, and Leeds, which unanimous resolutions in the most emphatic terms were passed de manding the abolition of the corporation mronts tax and an immediate and sub- stantial, reduction is the rate of the in-

The fall of prices and values during the #past year has been unprecedented both Fin extent and rapidity; with the result that. the effects of taxation have been felt by industry with peculiar severity."

The capital resources of many indus tries have already been 'strained to the utmost by the need for larger working capital to meet post-war conditions of production, and the operations of the excess profits duty have prevented. the accumulation of reserves sufficient to meet so serious a crisis, while enormous local taxation and the corporation profits tax still further depleted the available re- sources of industry, during the year.

It is fully realized that high taxation has only been one among the many con- tributery causes of the present depres sion it is, however, the only one of theae causes which can be mitigated promptly by the independent action of bis Majesty's Government.

The thaotic condition of the exchanges, the adverse financial and political condi- tions prévalling in many of our principal markeit, and the general disorganization of the world's commercial system are all susceptible of remedy, but the remedy will take time and most of these factora will still be in aperition to restrict trade and hamper production during the forth coming year.

Under these circumstances it was the unanimous opinion of the district general meetings that any attempt to maintain taxation at its present level during the forthcoming year must at best seriously retard any industrial recovery, and at the worst may involve a permanent diminu tion in the productive capacity of the country.

The evidence brought forward at these meetings by speakers from all industries: showed that the present rate of taxation is stifling initiative, postponing develop ment, and crippling the efforts of manu facturers to recover and extend the foreign markets which are now of such vital importance to the welfare of the country.

The meetings of ance of high taxation. this year afford overwhelming evidence that this warning was fully justified, and have disclosed the gravest alarm as to the lature if the present level of taxation is maintained..

The Federation desire to urge you most earnestly to consider the grave danger to the crononile position of the country which will be involved by disregarding this warning a second time, and to realize that the question is not now one of mere hardship ot even of possible disaster to individual firme, but whether the whole industrial system of the coun- try can possibly withstand any prolonga tion of the strain to which it has been subjected.

They feel that it is outside their pro- vine to suggest to you the means by which a sufficient reduction" äf; taxation could be rendered possible. They wish, however, to place on record their convic tion that under the present circumstances. Government activities must be reduced substantially below their pre-war level. They are fully aware that such a reduc tion will involve the sacrifice of many activities admirable in themselves and valuable to the country, but it is in their opinion better to lace these gacrifices now when so doing may avert still more serions consequences, than to postpone them to a future date when the ruin of industry and a dwindling revenue will force them upon the country.

They trust that the Committee which has been sitting under the chairmanship of Eir Eric Geddes will be able to sug- gest to you economies safficient to enable the necessary reduction in taxation to be effected immediately, since they are you vinced that such a reduction would have a psychological effect both at home and abroad which would be of the utmost Teine at the present moment in restoring confdence and enterprise, and indeed might of itself alone provide a sufficient stimulus to start the revival of trade which is so urgently needed
