A letter just received in London" from Petrograd describes in detail many, of the 07 | remarkable changes that are now taking place in Rusia as a result of the col- lapse of the Communist experiment (says The Times of December 2nd), "The writ er, a highly educated man who at one time took an active part in polities, was imprisoned several times during the worst phases of the Bolshevist terror. Hia view is that the lowest point bas been reached, and that pow, in spite of Bolshevist fanatician, the force of events is driving Russia into a new stage of capitalism. There will be no Tolstoys or Turgeniefs or Dostojevskys, but we shall have our Stinneases and Ratheuaus. And the wound of Rasain will be quickly healed, for that wound is broad. rather than deep. The fact is that Russin is neces sary for international economic develop ment, and that is the root of the matter.

REVIVAL OF BUSINESS,

Business is moving quickly, especially in Moscow. One enterprise after another in reviving in the form of co-operative associations. For example, the vid Par poff business i rising again big bakeries, cafes, and bukers' shops all over the town. The peasants have improved their condition, they are building, they eat better, and they are increasing their live stock. Their demand for magu- factured goods is growing, and for that reason they will have to "preduce hore themselves. All sorts of people have gone into the country from the towns; former hall porters, artisans, domestic servants, and factory workers, and they, have brought new interests and demanda into the village. The old patriarchal muzhik is becoming a modern farmer.

Mancers have grown coarse and rough; it is a hard time for the intelligentsia. The young people are particularly un- pleasant, many of them are like fierce wolves. It is not easy to endure the change from being rationed by the State to being compelled to get one's own food in the markets. Many Government in- stitutions are being closed down, and consequently there is wide unemploy

INEQUALITY INCREASING,

Inequality is fuereasing; some are auto- matically growing rich, others are auto- matically growing poorer. A curicus thing is happening now; there is an ex- traordinary demand for per money in the villages. The peasant prefers to spend money as he thinks fit, and he knows what he wants aid where to get it. He demands money, and no textiles OT SAWK. But the trouble is that even the paper money is growing less and lose. Apparently they [the Bolshevists) are not able to organize even this form of produc tion.

The schools are in a wretched state; only one pen is allowed for six pupili, and one pencil for a whole school. From the universities the best men have been driven out, and the mediocrities are triumphant. The lack of means, and hunger and cold, are terrible impedi- menta to scientife work.. Some of the students are very keen on their studies. Of late there have beer disturbances among the students very like those under the old régime..

There are faint, signs of a revival of journalíza. Reviews are being pub lisred-Nachalo, under the editorship of Hadloff. Oldenburg, and Platono$ Viestinik Europi (a former Liberal review] has revived under the editorship of N. Kotliarevski; and the Economist. A business is being founded to publish books on technical questions and agrical. ture.
