The National Birth-rate Commission are again concentrating their attention on the question of the declining birth- rate and are mainly concerned with the problem as to whether there has or has not been a substantial decline in fertility due to natural causes. Mr. Charles Ed- ward Poll, the well-known authority, in giving evidence before the Commission on November 4th, laid it down as an axiom that "the same conditions which cause a high or low death-rate cause also
high or low birth-rate, and the condi tions which cause' a low death-rate are good feeding, easy circumstances, healthy surroundings, and a high development of intelligence and nervous energy.”
Mr. Pell began by quoting statistics upplied by french investigators. In a Paris inquiry of its couples, prominent in the campaign for large families, 178, or much more than a third, were childless; the average number of children per family worked out at one and a third; while only seventy-five out of the whole mumber had more than two children. Each couple, however, could more easily have supported twenty children than a work ing-class family a single child. All the people concerned were well able to sup port children and were open and strena- ous advocates of larger families, yet their own families were as small as those Unless one of any class in the world. accepted the obvious conclusion that this resnit was due to causes beyond their control, one was faced with the inference that nearly all were evading fertility, and that more than a third had taken the most troublesome precautions from the very marriage eve to avoid a single child. That was to assume that they were per fect models of unnatural egotism and gratuitous hypocrisy, and to suggest bottomless pit of moral degradation among those who should have been the most enlightened and patriotic members of society...
The proof of an immense decline of fertility, continued Mr. Pell, was over- whelming, and if they turned to the facts of biology and organic evolution, it would be fonu that the contraceptive theory was quite unnecessary. From the very beginning of organic evolution the degree of fertility had been graduated down to suit the death-rate. If the laws of nature had been equal to the graduating down of the degree of fertility throughout an nambered ages in the past, they should be equal to it now.
