may be doubted whether the method meets with general approval in Japan. As to Japan's relations with China which the HARA Ministry came into office with a mandate to improve, the Ministry can' certainly be given the credit of having worked to that end to the limit perhaps that Japanese public sentiment would go. but the Shantung Question has interposed an obstacle to intimate relations which has yet to be overcome.

It is idle to speculate on the cause which prompted the assassination of the Premier It is quite as likely to be a question of domestic politics as an inter national question. Whatever reason the assassin may have, for his dastardly crime it can excite nothing but the deepest horror and detestation in the minds of all sane persons, while the loss to Japan of the Head of her Government on" the

one of the oldest and largest playhouses in Japan. The damages are estimated as being close to 3,000,000yen. The firm was caused by defective wiring.

A spark set are to the roof but by cut- ting away a part of the roof the fire was, quickly checked and the only damage to the floors beneath was by water and was very alight. · There were also thre chimney fires that night.

The proposal brought forward some time ago to establish a system of tram- ways for the Chapei district of Shanghai is again receiving attention in the Chinese press, which reports the formation of a syndicate with a large capital the inten tion being to serve the whole district as far as Kiangwan. With this improve ment in communication it is anticipated that land investment companies will be attracted to the neighbourhood and so rolieve the acute housing problem. The scheme might usefully absorb some of the money now being thrown away on "stock and produce exchanges," remarks ther

On this occasion the constable overheard one boy telling another that he had just been robbed of a purse so he kept his eyes open and, a few moments later, saw a youth hastening out of Pedder Street, across Des Vaux Road, and looking be hind him in a rather auspicious manner.
