is indispensable for the knowledge of the truth; and from this circumstance as well as from others that have occurred since the 22nd August, Your Excellency

the anxiety with which the Chinese
authorities endeavour to conceal it to the
manifest prejudice of justice, and also
arrive at the same conclusion as
the Council, and which is
expressed in their
replies to the Viceroy.
