22 instant, renew the demand which they made at the same time for the apprehension of the criminals, and the restitution of the head and hand of the illustrious and lamented Governor, laying to Your Excellency's charge the responsibility for all consequences which may ensue and in case of this demand not being promptly and entirely complied with; the right of Her Most Faithful Majesty the Queen of Portugal, insulted in the person of Her representative, remaining intact.

Your Excellency's Despatch is couched in terms of such indifference to the act that has been committed, and is so offensive to the character of the illustrious deceased, and to the credit of all good Portuguese people, that the Council can only regard it with astonishment and indignation; and whilst they repel the insinuation which Your Excellency was not ashamed to make in an official paper, signed with Your Excellency's own hand, the Council again protest against this fresh insult and outrage committed against the memory of the illustrious representative of Her Most Faithful Majesty, the deceased Governor,
