The Prime Minister has sent a jettar to the Bishop of Chelmsford in reply to the communication on the subject of Ireland forwarded to him earlier in the.. month, and signed by the Bishop and other prominent members of Protestant churches in Great Britain. Besides dealing with the questions raised in that communication, the Prime Minister's letter may be taken as a reply to re solutions which are riching him from other sources, and which it is imposs- ible for him to answer individually.

In the course of his letter the Prime Minister corrects current misrepresenta- tions of the actual condition of affaits in Ireland. The following are the prin cipal points in his statement:-

An inquiry which has been conducted by a committee of the Chamber of Ship ping of the United Kingdom shows that the evil of pilferage has reached even more serious proportions than were thought. One company estimated, when the matter first came into prominence, wide variety of cargoes made in a trades the shortage claims-believed to be due almost wholly to pilferage and theft-averaged £2,500 per voyage. A second company, with less varied trade, estimated that every cargo out and home costs an average of $1,000 in claims) paid, say, £2,000 for the round-voyage. A third company produced statistics showing that whereas before the war chims averaged 1.44d. per ton of cargo handled, they recently averaged 26.01d. per ton of cargo handled, an increase of nearly 2,000 per cent, and they are still increasing. A further firm has given statistics of an outward trade eved by some seven or eight steamship companies, in which the average for the first nine months of last year was -39. per ton of cargo handled.

In view of these circumstances it is suggested that shipowners should take action to reduce the evil themselves by instit ting a more efficient system of tallies and watching. It is suggested that tallies should be taken of goods Wether going into or out of a ship, and that in all cases where holds are open, whether loading or discharging, thero should be an efficient control and super- vision by the officers of the ship, or, when they cannot be present, by their substitutes. It is also urged that ship owners should prosecute in every detect- ed case of pilferage, and that magistrates should be urged to set their faces against merely inflicting fines the maximum fing being too low. A streng thening of the present river and dock police forces is also urged. It is recom mended that dock and harbour authori ties can assist in stamping out the evil by exercising & stricter supervision over peisons entering and leaving their pre- mises, by instituting a system of tripli cato passes for goods taken out of dock. Ono pass would be retained in the pass bbok of the ship, and two be handed to the person in charge of the goods for surrender by him at the dockgate, one of these two passes being retained by the dock authority and the other sent to the ship's agent.
