THE NEW AGE AT SEA

Let us be grateful when the Communists" of other countries than our-own-for their experiments' are always "expensive to the lackers-on-add to the gaiety of adrab, weary world! We have been led by events in Soviet Russin to assg- ciate these exponents of the new social order with spying, terrorism, compulsory. labour, wholesale slaughter, and. ns result of economic folly, with famine. But from Milan.comes the story of a Communistic shipping company which supplies a pleasant relief, for the only loss involved is a matter of money and not of liberty or life. About a year ago Genoese, agitater known as Captain Giuletti was tired with the idea of run ning ships on the principles of Lenin. Trotsky & Co. For the sake of peace, or other motive which has not been re vealed, the Nitti "Government not only gave the project its patronage, but per mitted this bold sailor-politician to take possession, without money and without price, of a number of its steamers, valued at about 60,000,000 lire. Thus a conceta described "as La Co-operativa Garibaldi "') was born to shed the light. of a new age on the ald world's seas. Signor Nitti was determined not to spoil the business, so, in order that the new ompany might have plenty of tonnage, other Government, vessels were after- wards sold to it at approximately a tenth of their market value, and its fleet was doubled in size. Surely never was an ilealist no favoured? Masters and engineers, as well as sailors and firemen, came forward eagerly to man the ships, and were promised maximum wages and minimam hours, with a standard of enm- fort to which they had been enactus- tomed. For every hand," carried in an ordinary vessel two were engaged, with A nice consideration for the leisure each one should enjoy to develop his mind and acquires the necessary accomplishments of the Commanistic seaman of the twen tieth century. In this wise the ships were manned. Everyone was happy and everyone looked forward to the blessings which were to-fall upon them like manna from the skies-little work and high pay. It was unnecessary to say anything about discipline, for the ships' companies were to be bands of brothers." prac tising, higher ideals than had ever been known before on board ship. And now comes the sad sequel to this tale of ad- venture. The ships did not pay, even though there were no money-grubbing owners to levy tribute and the Govern ment went out of its way to smooth the path of these pioneers with their faces ket towards the dawn of a new era Life on board, so far as material cumforts. were concerned, was all that could be desired. There was plenty of food, officers and men had fine sleeping-berths, as well as almost palatial smoking and dining room accommodation. Not much! room was left for cargoes. In this model scheme Captain Giulietti had remember. ed everything, absolutely everything bexcept that merchant vessels are intend

ed to carry merchandise. That proved a tragic oversight, for equality in the misery which eventually overtook them was not what these high-souled exponents of Com- monism had bargained for. They were soon, confronted with the unhappy fnet that no one wanted to send goods by ships run on these lines. Such is the sequel to this attempt to establish "some sort of Utopia by sea. The alternative is a depressing one. Either the Govern Dient must find the money for the overdue wages-which it may be shy of doing lest it should offend the fine susceptibilities of these altruistic officers and men-or the vessels must be sold for what, they will fetch. Our minds are not so atrop bied by the conservative traditions of industry by sea and land that we cannot appreciate the situation which has de- veloped in the course of about twelve short months. Seeing that the "experi ment has been tried in Italy, and not in this benighted country "-to borrow Mr. Lloyd George's phrase we are able to enjoy its humours, while sympathising with the Italian taxpayers who will haza, presumably to pay the bill when La Co operativa Garibaldi is wound up, as it must be in time. Perhaps they will think the illustration of Communistic prin- ciples cheap at the price. But the ex- periment has been very hard on the memory of Garibaldi Daily Telegraph.

A SCOT BY ABSORPTION,.

Lord Dewar, presiding at a Scottish Night given by the Knights of the Round. Table Club, said that the Border was very precious to Scotsmen; it was the "golden rond where the finger, ports pointed to the South It was the point. where the Scotsman threw away his home address, realizing that he would not want it again. Years ago, among the Maoris in New Zealand, he met a chief who claimed that he had Scottish blood in his veins. When asked to explain that, the Maori replied," In the early days, when we were cannibals, my great-grand father insisted on eating a Scottish Presbyterian-missionary. Therefore, Lam Scottish in descent."

ONLY AN ORDER.

I heard & good story yesterday (writea C.-J.-A. in the London Daily News) of two Englishmen on a walking tour ha arrived late one evening in a tiny Scottish village..only 'find that the solitary inn could not accommodate them. Moved by their manifest weariness, the logal sexton, who was in the bar, offered to take the responsibility of letting them Hasa the night in the kirk, and they de parted in his company. Some houra passed and then, well after mid-night, The whole village was aroused by the furious ringing of the kirk bell. The Sexton, visions of fire before his eyes, leaped out of bed, threw on a few clother and was panting up the hilly street when he met the boot boy from the inn coming down It'aa' richt, and Booter Ita just fwa whuskies an' sodas for new
