EXIT NR. SMILLIE
Mr. Robert Smillie's retirement from the Presidency of the Miners' Federation is in its way quite a notable event of the week. His disappearance from the stage robs the Labour movement of one of ita outstanding figures. He was hard-headed Scot, who could drive & bargain over wages and hours with as much skill and adroitness us any man in the country. In that role Smillie was practical, and as free from sentiment as Jew moneylender; but when he came to shape Labour policy and map out a programme for the mining industry he was the most reckless of Utopian vision- aries...
Saturday or Sunday. He must wait tip Monday at 12 o'clock. Again, at no time may a man buy less than a bottle of whisky "far consumption off the licensed premises. A railway traveller Fis therefore, unable to all his flask; he must buy a whole quart bottle or go with- ot. The penalty for a breach of either of the foregoing regulations is a fine £100 and six months imprisonment with hard labour.
1. There is also a regulation which says that a man may deliver beer or spirits in a motor er horse-drawn vehicle at any time of the day, but if he delivers by a donkey. cart or a messenger boy on a bicycle he must not begin delivery till 19 o'clock, under a penalty of £100. I could fl a column with similar illustration of Liquor Control Board absurities, but the foregoing will suffice. They show what bureaucracy can do when it really tries.
