of the Council have been responded to by your Excellency having ordered the detention in the Roads of Macão of the Steamer "Medja" and the Corvette "L' Amazone", whose
presence in these waters cannot fail to
produce the desired effects. The Council
can assure your Excellency that it never was nor is it now the intention of the Government to employ any auxiliary force to attack the Chinese, but merely
to have assistance to protect the city and
its inhabitants in case of need, against any aggression
on the part of the Chinese,
