The Artoy Estimates drew a very poor attendance of members to the House of Commons, on March 13th. Not half a duzen Labour members, who call most loudly on public platforms for reduced Army expenditure, listened to the Minis ter's speech, and the Front Opposition bench was almost empty,

That representa a reduction of £58,000,000, or, if war charges be excluded, as they should be, a real re-
duction of

Middle East charges £17,000,000 Ordinary Army expenditure 6,118,000 This latter figure compares with the pre-war figure of £27,750,000, and is two and a half times as great, which prae- tically represents the difference in the value of money. In future charges for the Middle East, which this year amount to £28,800,000, will be shown separately, and not on the Army Estimates.
The new Secretary of State for War introduced his firat Army Estimates in a speech of less than an hour's duration. Only in one place did the Minister at tempt anything in the nature of a purple passage, when he lamented the reasons. which had compelled him to order the disbandment of four famous English cavalry regiments, and expressed in ad- mirably chosen words a generous appre ciation of the cruel blow which he was dealing to all connected with those dis tinguished regiments. The four junior i cavalry regiments-the youngest is sixty years old are to go, viz., the Lancers, the 19th Hussars, the 20th Hussars, and the 91st Lancers. He said that he would do what he could to recompense the senior officers for the hardships which they must inevitably suffer, but there was no help for it, and their disbandment would result in a saving of £400,000 year.
COMB-OUT OF 3,000 OFFICERS. This was certainly the most striking announcement which the Minister made." Another sweeping economy is to be affected by a rigorous comb-out among the 7,000 officers now in employment in excess of pre-war strength. A committee has been at work which has already re solved on dispensing with the services of 2,200 of these, and it expects to add several hundred more to their number. Great reductions are also to..be made this year in the strength of the Regular Army On April 1st the number of all ranke will be 201,000, and an average of 192,500 is expected for the year. But on the first of April, 1922, the number will be reduced to 170,002, and as the exist ing number is 223,000 there will thus be a reduction of 53,000 in little over & year. Obviously, therefore, there has been a real cut at the War Office, and it is to be hoped that so drastic a policy may be justified by events.
These reductions do not mean that the Regular Army of to-day is up to pre-war strength for purposes of immediate readi ness for action. Nothing of the sort. It is very much below it. The existing number would only suffice to provide "after some delay "-ah ominous quali- Scation ne or two divisions of an ex- peditionary force, and the six divisions will not be complete till the reserve reaches 140,000. At present it only amounts to 62,000. These are to be increased to 30.000 during the year. The indispen sable militia battalions are still skeletons only recruiting for them was stopped by Mr. Churchill so as not to interfere with
