A full explanation was given to the lamented Governor in a correspondence which passed between him and my predecessor in Dec: 1846.

"Were the danger impending to be feared from the act of a Chinese mob within 'the bite, I should feel myself called upon to render all the assistance in my power to the Portuguese Government in restoring order, thereby to ensure the safety of all British Subjects residing at Macao. But in the present instance, if I rightly understand your communication, the hostilities stated to be actually in progress are the result of your having taken possession of a Fort, not heretofore occupied by your troops, with the avowed intention of continuing to hold it until you obtain satisfaction from the Chinese Govt for the terrible assassination of your Gov. The Chinese have in consequence opened a fire upon your troops.

I should be much concerned to suppose that I viewed with indifference the fearful catastrophe which is connected with present events; but from your report of the proceedings of both parties, the dispute has assumed the form of an international quarrel, and in such case my instructions clearly and positively prohibit my interference.

This reply will be conveyed to your Honorable Council by K. It's... Steamer Medina, which with H. M's Ship Amazon will remain in Macao Roads for the time being; and I trust that their presence may have the effect of preventing disturbance which might otherwise arise within the
