Few Americans seem ready for any suggestion that this may not be the whole truth. though here and there more friendly voices are heard. Occasionally it is admitted, as the New York Tribune admits, that in 'its dealings with Great Britain the American Treasury "drove rather a hard bargain. Being unwilling- to make unsupported advances to some nations it asked Great Britain to endorse them used her as a guaranteeing clear- ing house."
This view of the Allied debts, however, has not yet penetrated into Congress. There has been much talk since Mr. Chamberlain made his statement con- cerning the policy which Mr. Harding will be urged to follow. Mr. Houston announced to-day that he himself would "keep his hands off" in the sense that he would not establish new credits for foreign Governments, though he argued that the solema commitments" already made would make it desirable to act favourably on requests for advances on credits already established. He estimat ed at $75,000,000 (nominally £15,000,000) absorbed, adding that Great Britain had taken its full amount, while France, Bod Italy, Czecho-Slovakia, Greece. Liberia still have balances with the Treasury. It is possible that the present Congress will seek to forbid even such payments, but, subject to this change, the whole question goes forward to the new Administration.
