The Council finally inform your Excellency that they are going to bring this lamentable event to the Notice of the Ministers of Spain, France, and the United States of America, and also to that of the Governor of Hongkong, all of whom are Allies of Her Most Faithful Majesty, and to each of them a copy of this Protest shall be transmitted,
