This pro. cess of social relationship is already in operation. What is not recognized is its importance. The Viceroys and Governors we send out from England should be. chosen mainly for their social qualifica- tions, and their social duties should be regarded as of more importance than their political duties. Already we have a glimmering of the importance of the social factor in their selection. We choose men of good social position for those posts, and many a man who finds his way as a matter, of course, into a Cabinet of politicians would be turned down at once for appointment as a Gov- ernor. The qualifications, of the wife are also considered. We put up with any kind of a wife in a Prime Minister. But in selecting a Viceroy we will often rale out a man on account of his wife. The time is come, in fact, when we ought seriously to consider the advisability of having Royal Viceroya, or, at any rate, Viccross of the social standing and social qualities of the Duke of Devonshire, for example. «NAK
