India, said Sir Francis Younghusband,. was rapidly becoming a nation, and by the announcement of August 20th, 1017, the British Government declared its inl tention to assist India along the road to complete self-Government within the Fm pire. With that policy he was in entire agreement, but it meant that we must assist and encourage Indians to learn how to govern themselves, and we must have

The true tie (Sir] Francis Younghusband continued) must be the social tie. We want men who are fortunate enough to be gifted by antare with social talent, with a genius for friendship and for getting on with others -such men as Colonel Kelly, of the ard Sikh Pioneers, who, quite "outside his purely military duties, would spend hours with his men, speaking to them in their own patals, discussing with them their village affairs and the prospects of their crops, telling them tales and listening to QHINA MUTUAL STEAM NAVIGATION theirs A company officer may be doing more towards attaching India to Eng Land than a Commander-in-Chief. India, soldiers or civiliaus, can join Indians in pursuit which both enjoy, whether it be polo, cricket, shooting, pig- sticking, or the enjoyment of the beau- ties of nature or of art, or in the search for truth, there is always the opportunity for friendship to be formed. This pro. cess of social relationship is already in operation. What is not recognized is its importance. The Viceroys and Governors we send out from England should be. chosen mainly for their social qualifica- tions, and their social duties should be regarded as of more importance than their political duties. Already we have a glimmering of the importance of the social factor in their selection. We choose men of good social position for those posts, and many a man who finds his way as a matter, of course, into a Cabinet of politicians would be turned down at once for appointment as a Gov- ernor. The qualifications, of the wife are also considered. We put up with any kind of a wife in a Prime Minister. But in selecting a Viceroy we will often rale out a man on account of his wife. The time is come, in fact, when we ought seriously to consider the advisability of having Royal Viceroya, or, at any rate, Viccross of the social standing and social qualities of the Duke of Devonshire, for example. «NAK
