As any rate, let us begin by affection for our own family, our own city, our own country, and let the concentric circles widen gradually; but let us make abso- lutely sure of the ground at each stage of the advance. It is not internationalism, -for-example, to-be-always maintaining the cause of foreign countries as against our own;

To this end there should be a consider able revision of the teaching of history in our schools, and especially the history of England and the British Empire. It was a difficult thing to show what an enormous number of claims this country had on the loyalty of its people, but it had been too much neglected in pur carly history lessons.
