Extra expenso caused by the rise in price, by higher railway fares, and by increased expenditure on pensions and other non-effective services, account for £10,500,000.
Disturbed conditions in Ireland have meant an expenditure of 21,500,000 for the provision of motor lorrie armoured cars, and for special measures for the well-being of the troops.

The Territorial Army is now estimated to reach only-half the figure that we hoped for during the present year saving

In order not to interfero with the touring of this force, which is steadily going forward, I have postpored the special recruitment of the Army Reserve up to the figure shown in Army Estimates, saving £1,000,000 have also postponed the Formation of the Special Reserve on Miltis, saving £2,000,000. These great diminutions of our pre-war reserve strength have made it all the more necessary that we should maintain an adequate number of soldiers serving with the Colours.
