MADMEN WHO ARE FRE

STARTLING EVIDENCE BY A MENTAL EXPERT

Some striking expressions of opinion on midnand and genins were given during an Old Batter murder trial on December 8th SANCHAT

Sin Robert Apstrong Jonge, zane of the leading mental specialists of the day had been called as a witness for the defence, In what is known is the Epping Forest mkurder case. Sir Robert, hadzarniinod the prisoner, John Bartlett, neqused af the murder of his sweetheart, Caroline Jervis, and found that his mental stafe was auch that very little pravoention would cause the man to lose his self. control.

Sir Robert, who is consulting physician to the military forean in London and Aldershot, and who has vinted most of the leading mental asylums in Europe was then closely questioned By K Jaistice Darling.

Judge: "There are plenty of people who ought to be certified as, insace whose conduct is tolerated ↑ Yea

Are they any certified, who ought not to be certified should not be to say that. I have bad experience of many thousands, and I have not come across more than three cases of that sort. -

VIVID IMAGINATION.

You think many people should be in asylum who are not (Yes. They wo be better cared for than outside.

Bir Richard Muir quoted Shakespeare's lines

O, who can hold a fire in his hand, By thinking on the frosty Chucamus 8. Or,wallow naked in December snowa, i By thinking on fantastic summer's heat t Sif Bobert said he should regard a man who thought that as possessed of vivid imagination, rather than insane.

Judge: If you could find a man who could do that, it would suggest rather more will power than anybody one has ever met-Exactly."

Counsel: Would you lock him up No, not for that,

Sir Robert would agree that there was

a vast gulf between genius and insanity. One found many inventive geniuses in asylums, he said.

He did not in every case, consider anï- cide an indication of insanity.

LACIE OF SELF-CONTROL.

Judge: Suppose a soldier commits

suicide rather than fall into the hands of a barbarian enemy I should regard that as cowardice, in view of the profes sion.

Sir Richard Muir took the instance of the very gallant gentleman, who se companied Captain Scott on the South Polar expedition, and walked out into the snow, in order that there might be more support for his companions.

Sir Robert: I don't say that everyone who commits or attempts suicide is in- sane. A man who attempted suicide with. a murder charge over his head showed Black of self-control C

• Mr. Justice Darling: Is not every man who gets drank deficient in self-controll |—Yes..

But he is not mad-No.

Sir Robert said he did not agree with the law in regard to the Macnaughton case. During the last 50 years we had progressed beyond that

Mr. Justice Darling, in summing up, said the fact that Sir Hobert Armstrong Jones did not accept the law of England destroyed to a large extent the value of his evidence. They took the law from the Bench and not from Harley Street.

We had progressed from the Macnaugh ton. case, bat in law we had not. There were those who had progressed in break ing all the laws of England, but the law ought to prevail, although whether it could do so was another matter..

After an absence of only five minutes the jury found Bartlett guilty, but insane. And he was ordered to be detained during bis Majesty's pleasure.

PROHIBITION LAW BREAK- DOWN.

£30,000,000 PROFITS OF THE WHISKY FLEET."

It is estimated that two in every five homes have their own private stillk. In New York, Chicago, San Francisco, and other large cities, any one with a friend and the prica can obtain, drink by the glass or in quantity.

"Despite the prohibition law there is more drunkenness in the United States than ever before. Over twenty million hottles of whisky entered the United States from Canada through Detroit alone in the first mine months of this fear.

"

Astonishing revelations of the col- lapse of prohibition" in the United States are published in Lelica Weekly, the oldest illustrated periodical in Ame rica

Drinking in America is done surrep titiously, and yet the police records in nearly every city reveal an increase in arrests for intoxication, In Philadel phia, for example, Leslie's Weekly states, arrests exceed by 300 per cent, the num- ber of arrests when the city was. "Wet

HOW THE "FLEET" WORKS, Details are given of the rum-and- whisky-running business from Canada to America. The total profits of "this" new industry amounted to £30,000,000 in nine months. Their fleet operates along the Detroit river section of the Ameri Can and Canadian frontiers

The business is organised just as any other large concern is managed. There ara men who furnish the large capital necessary, brokers who do not touch the actual goods, wholesalers, retailers, field men," conta guards, carriers, driver. and navigators. Operations are guided by keen, brains, and the threat of fines or imprisonment merely adds test to the butinees.

Esch intermediary takes his profit, and whisky purchased at £ case in Cadada is sold in America for ten times as much. Wines and spirits that gross the border circulate throughout America. The pro hibition law, it is asserted, has become
