The effects are seen in the shameful outpat of the secret Press and in theatres and cinemas, where morals and the sanctity of marriage and family are openly mocked at.
Among the causes of this growth of im morality the pastoral sees the immodesty of fashions in dress, and it exhorts Ger- man women to reform them. It regards the latest outcome of these immoral ten- dencies, the movement to abolish punish- ment for what it calls " prenatal murder," with deepes, cençaran The pastoral conveys the impression that there has been an increase of immorality in country dis tricts of Germany apart from the towns; it states that this yiew is confirmed by the deepest thinkers in science, statesmanship, medcine and education.
BARBERS AND SURGEONS. SIR D'ARCY POWER AND AN OED ALLIANCE.
Bir D'Arcy Power, surgeon to St. Bar- tholomew's Hospital, delivered the Vicary historical lecture at the Royal College of Surgeons. The Master and Wardens of the Barbers' Company, by whom the lectureship was founded last year, were among those present.
Sir D'Arcy Power took as his theme, the education of a surgeon under Thomas Vicary, who lived from 1400-1562. The consulting surgeons in London were rain ed, he said, by the Wars of the Roses and in the 16th century allied themselves with their old competitors, the barbers, and were joined with them by Act of Parlis ment in 1540. The United Company of Barbers and Surgeons reorganised surgical education in London The United Com pany kept-a jealous eye on its members. Every patient in danger of death or per manent incapacity had to be reported to the Master and Wardens within three days of the first attendance. The Master and Wardens, being surgeons, were under "On obligation to visit such patients gratuit only. This system of consultation was strictly enforced and there were numerous instances of fire, imprisonment, and re- vocation of the licence for its neglect. The system worked satisfactorily, for it gave confidence to the friends of patient, relieved the surgeon of respon- sibility in a very litigious age, and' gavo the senior members of the company a large experience in difficult cases. The United Company was dissolved in 1745.
