of State for the Colonies, relative to the strength of this garrison, I feel satisfied that in times of peace its strength is not likely to be augmented.
Under these circumstances I deem it proper to record my opinion that on no account should any outlay of public money be incurred at Stanley beyond what may be required for barrack accommodation for one company of Troops, and if it be in contemplation to incur immediate expenditure for the repair of public buildings there, beyond what may be required for that Force, I would earnestly suggest it's being suspended until a reference can be made to the Earl of Grey.
Grey, whose Despatch by the last Mail relative to the expenses of this Colony, you may remember particularly called attention to the Public Works and Buildings.
