- just that I made out - The accommodation at Stanley is stated to be for Field Officers 3, Officers 18, Non Commissioned Officers and Privates 498, while in the return which accompanied the estimate for 1849-50 - the present year it is stated to be for Field Officers 3, Officers 18, Non Commissioned Officers and Privates 187, the number which is also stated in the return just prepared for the Barrack Annual estimate for the ensuing year.
The difference between the accommodation in 1848-49 and the two last years was caused by our having been obliged to abandon the greater part of these temporary Mud Buildings, as being unworthy of repair, and not required by the reduced Garrison at Stanley after the 18th Regt and 42nd M.U.S. were removed to Madras in November 1847, some months after the estimate for 1848-49 was transmitted to England.
The accommodation reported for 187 Non Commissioned Officers and men, as above stated, is however still in Mud Buildings of an inferior description not fit for the use of Europeans, while the Field Officers Quarters, Officers Barracks will be good permanent Barracks when got into a proper state of repair.
In my Letter to you of the 17th March last, - reference to a communication addressed by His Excellency The Governor to the Double the Major General on the 12th March, I reported that so far back as the 25th November last I had suggested in a report to the Inspector General of Fortifications, that in the event of the Garrison of Stanley being permanently reduced as was then proposed by the Double the Major General, it will be better to keep up only the Field Officers and Officers Quarters, and Guard Room, and to abandon the Hospital and other Buildings altogether.
