I am at a loss to know for what reason an arrangement was made. As Ordnance 319 should pay Colonial Secretary General, separately, for any opinions given for the use of that department. Possibly there may have been good grounds for it: the large quantity of real Property held by the Ordnance in the Colonies, and the amount of business which it might occasion, may have been the reason. But whatever may have been the motives of the arrangement, I must say that in principle it appears anomalous and that it ought not to be extended one little beyond the sphere of the Ordnance and therefore that the Government should be instructed that it is strictly confined to the Ordnance Dept and that the Attorney General will not be entitled to charge fees for opinions given by him on the requisition of any other Dept. of the Public Service.
