the restrictions, however, as pertain to shipment of materials susceptible of im mediate use for war purposes will for the present at least be maintained. Political recognition present or future of any Rus sian authority exercising or claiming to exercise governmental functions is neither granted or implied by this action.
It should be emphasised, moreover, that individuals or corporations availing, them selves of the presing opportunity trady with Russia will do so on their own resping sibility and as their own risk. The assist. ance which the United States can normally extend to its citizens who engage ju tradi er travel in soul foreign country whose Government is recognized by the United States cannot be looked for in the present case, since there is no official or responsible Russian authority with which this Govern. nent can maintain these relations" usnälly subsisting"between nations..
"Action which the United States is now taking in nowise onastitutes a recognition af validity of industrial or commercial cons cessions granted by any existing Russian authority. American citizens availing themselvis of the present relaxation of restrictions are warned against the risks incident to acceptance of commcditles or cther valuables the title to which may later be brought into question..
The situation which at present prevails relative to travel from or to Russia will he unaffected by the removal of "trade restrictions. Passports for Russia cannot be issued nor will any change be made in vise regulations new in force. Since it is sot desirable at this time undertake negotiations with Sovie: postal authorities the Past office Department will be unable -to-accept-mail-from-or to Soviet Russia There has never been any parcel-post be tween the nited States and Russia and this mode of forwarding goods is therefore unavailable.
F.M.S. MALARIA BUREAU. DANGER OF DOMESTICATING THE ANOPHELINE
*
In the course of his report on the F.M.S." for 1919, the Chief Secretary, Sir "E. L. Brockman,
the E.C.M.G, writes on. Malaria Bureau as follows:--
"The work done by the Malaria Bureau was severely handicapped by the sickness which is the unavoidable concomitant of such work, but much valuable information was collected. The great amount of field work done in spite of sickness and shortage of staff is indicated by the following, figures:-Breeding places found examined 1,365, larve identified microscopi- cally 20,506, adults bred out and identifed 4,802. Much increased interest in the work.) of the Bureau has been shown by outside workers and others,
