Finding by the tenor of my Your Excellency's reply to requisition for the immediate liberation of Mr Summers that you had not the slightest intention of complying therewith, hearing, from yourself, that you had not the power to control the Judge, after delivering him, I regret to have been under the necessity of committing him.
