ting of British communities abroad is, on the whole, commendable. The Committe bave shown wisdom in avoiding the pitfall of encouraging undue interferenes on the part of the State with the healthy spirit of British individualism. At the same time they have realized the importance of promoting combination and solidarity, and the spread of British ideals, among British individuals and societies, whose lines are cut under another Ang. Thus while urging the preparation by consular authorities of registers of all British sub- jee

(and a supplementary list of those who do not register of their own accord), they deprecate the idea of compulsory enforcement of the principle. They suggest that assistance should be given to British schools and Church work, but consider that subsidies to English newspapers or cham bers of commerce would be inadvisable.

On this last point--the quepion of the attitude of the Government towards British, chambers of commerce abroad-the language of the Committee shows a certain timidity and lack of imagination. Their
