TOWARDS PERSIA. STRANGE STORY-OF-EXCHANGE OF NOTES.
A Moscow vireless of May 2nd, states: The People's Commissariat for Foreign Affairs has received a note, from the Per sian Government in Teheran. This note recognises Azerbedjan as an independent State. It expresses great satisfaction about the 1918 Decree repeating as the Tsar's Treaties with Parsia. The Persian Government is anxious to conclude an early agreement with Soviet Russia. With this purpose two missions are leaving ~Moscow-The Persian Government guar- antees the unhindered entry into Persian ports of all steamers under Russian and Arbedjan Bags and their unhindered return to Russian waters." The Persian Government ask to renew postal and tele grapble connections as welt as commercial relations. In conclusion the note ex- presses its satisfaction about the friendly, attitude of the Red Army towards the Persian population."
The People's Commissary for Foreign Affairs, M. Tebieherine, replied by a mote addressed to the Persian Minister of Foreign Affairs in which he expressed the Soviet Government's satisfaction about the "Persian Government's decision to send to Moscow a mission for the establishment of The permanent diplomatic relations.n Soviet Government is ready to renew im "mediately postal and telegraphic relativas-- with Persia. The policy of the Soviet Gov- ernment towards the Persian people re maing the same as that enunciated in the note sent by the People's Commissariat for Foreign Affairs to the Persian Ambas sador ia Petrograd of January 4th., 1918, and the supplementary note or June 28th., 1919, in which the Soviet Government has put down sixteen points in which it in- dicated how far it is ready to compensate the injustice which the Persian peoplo suffered from-the-former Government. Although the Persian Government has off- cially recognised the Soviet Government by a note of the Persian Ambassador in Petrograd on January 4th, 2018, the Per. sian-Government did not find it neccuracy to protest against the unheard of crime perpetrated in a territory friendly to Soviet Russia which the representative of Soviet Russia was in the summer of 1919 captured and shot on Persian territory by But now Russian counter-revolutionists.

Moreover, the Bolshevik offer is made on condition that the Persians Barometer. cease all diplomatic relations with the British and turn them out of the country. No reasonable Persian is prepared to do that, for the British connection bas brought much weaith into the country and introduced peace and order, A Bolshevik connection, with the consequent blockade that would follow, 'would at once stop al trade and introduce anarchy
The Persian Government has, therefore, made no reply to the Bolshevik offer.
