England, and who have for the present, been comfortably settled in Houses, which I have had

to allow for them, at less than

a hundredth part of the Expense, which it would have cost to keep them to the detriment of their comfort and health, on board ship.

You are fully informed of the Roads Buildings which I have already

sanctioned and contracted

for, and which

are in progress of making and completing, and are authorized to disburse,

from time to time, the

sums required for their completion,

according to the original Agreements and

Contracts.

With regard to any new further building, only wanted for the Military and Naval Branches of the Service; and the proposals for their being built must necessarily originate in the Heads of those Departments, that is, the Officer Commanding the Troops, or

the Senior Officer of His Majesty's Navy at this station, but as past experience has

perfectly demonstrated, that it is far

more economical; to say nothing of other obvious

advantages as to health, discipline, &c. to

provide good quarters for

them on shore, in

preference to keeping them shut up in expensive

hired Transports, and that the

same principle of economy

and preservation extends; I give

you full authority to comply with any requisitions you may

receive from the

Authorities above named, and to give

effect to their wishes

regarding

the allotment of

Sites, and advances of Cash, for Buildings, whether for Barracks, Store Houses, Hospitals &c:
