of every kind of business man," from the farmer to the shipowner,,, from the col- liery proprietor to the retail shopkeeper, in seeking to make as much profit as he can. During the war the tendency among every sort of trader and manufacturer to combine was positively stimulated by the Governmans for its own convenience; and thesa combinations (as the recent Commit- tee on Trusts reported) now prevail in nearly every branch of business, for the. purpose of (a) regulating production, so na to restrict output whenever wich & course is economically, advantageous to the combine, (8) fixing a common price, 50 as to eliminate competition; and (c) delimiting markets, so as to avoid casting bach other's throate by reducing prices After come study, of the ramifications of these combinations, I have formed the opinion that there is literally no com- modity of any importance which is being produced and sold to-day under those con- ditions of fres competition which (ne the economists used to assure us) guarantee to the consumer that the market price will cscillate about the necessary cost of pro-f duction of the most costly part of the re quired supply. Into the market price of every important commodity to-day, there enters in, at one or other stage of its production and distribution, the influence of a more or less complete economic mono- poly. Nothing is being sold at its neces sary cost of production. Everything is being loaded, at one or other with an economically unnecessary proft.
The writer sayu be seca no prospect within view of any substantial fall fo 44mera prices, and be characterises an ignorance the statement that the price advance is due to the rise in wages, So far as can be ascertained by the Goveza- ment Departments and by independent statisticians, the rates of wages of the manual working class as a whole, includ- ing plece as well as time rates, have scarcely increased as much as the recorded percentage increase in the cost of living. Though some sections are substantially better off in this respect, others are worss off. The net improvement that is visible. in the to be seening class as a whole is
(a) to the exceptional, an SO TEDY Women Bra sow engiged in valuabl versality and regularity of employment; (b) to the beneficent effects of the shorter hours and other Factory Act and muni cipal interventions; and (0) to the fact that three-fourths of the small percentage of unemployed úra (an ezsoldiers) in receipt of State unemployment benefit. In view of these facts, and of the extra- ordinary (and, indeed, taking the king dom as a whole, literally unexampled) profits now being made by the employers, there is absolutely no ground for any reduction of wages. Any attempt at such a general reduction under present circum. stances would lead to grave and even re volutionary results. The wage earners are in no mood, in face of the revelationa of their

As to the remedy, Mr. Webb says: In the first plade, there is no reason for the Government deliberately to keep up the cost of living by continuing its ex- cessive taxation of tea and sugar, and the other articles of food which we now make dearer than they need be, in order to avoid graduating Miners Federstico the super-tax above Year

ment policy of reducing the cost of living -all of them ignored by Mr. Lloyd George. For the high prices themselves, so for me they are due to shortage of supply of articles that the Government cannot control, there is no remedy. But shortage does not necessitatea rise in price; it only enables an owner to take advantage. There are, so far as I can see only two ways of stopping the plunder that is going on if our staf men really want to stop it. We may put Costs and every other aggregation...or combination of capital into the strais jacket of prescribed maximum prices every age, fixed after tract costing, with completa publicity, so as to limit the loading on cost to the conventional rate of interest on the capital employed. - To any” mach" regulation of industry and limitation of price there are many objec tions: but can those who object name any alternative except the subyrintion of lamb-like consumer to be aldri the Government chose to expro
