being discussed in the City, writes the City Editor of the Daily Express. It is amorted that practically every company own property which, owing to the change in valuse due to the war, is considerably undervalued in its balance sheet. In THE Steamship some cases revaluation has taken place, and this valuation has been largely responsible for the food of new issues en baring arrived, Consignos of Cargo are in recent months. Instead of revising informed that all. Goods are being handed their balance sheets, companies have sold ** their risk into the Hasardous and/or extra hasardom Godowns of Holta Whart their entire assets to a new company. Kowloon, whence delivery may be obtained. which, with largely increased capital, has No Chim will be admitted after the Goods JALUUTTA sarried on practically the same business have left the Clodown, mud all Goods remaining under a new name. It is suggested that undelivered after 8th May, will be subject the principal underlying these promotions sa rezi. should be applied generally
THE METHOD.
KUBE
All Claims against the Steamer must be presented to the Undersigned on or before the 18th May, 1990, or they will not be SHANGHAI recognised.

Every limited liability company, whether limited liability, private, or statutory, should be compelled by law to increase its capital by 20 per cent, Theo to be left in the Godowns, where they new capital should be in the form of Pre will be examined on any TUESDAY OF FRIDAY ference shares ranging pari possu with between the hours of 10.45, and Noos,

General Agents, Hongkong, April 29th, 1920 property of the Government, and any pro- ceeds, either in the form of interest or capital realisation, should be ear-marked by the Government for debt reduction. Thi order to balance this increase in capital, every company would be allowed to re value, its assets with a clean sheet so far. as any technical liability to taxation by the Inland Revenue authorities in relation to past years is concerned.
TEMPORARY SHAREHOLDERS.
The net result of the proposal would mean that the Government would tempo rarily become a shareholder in every com- pany: Its holding would be Preference shares, and its object would be to realise them as promptly as posible. The total nominal value of the capital invested in companies registered in this country is about £3,000,000,000, and the nominal value of the Government holding would therefore be £800,000,000 substantial Bum which, when realised, would have an important influence on the war debt burden.
NOT INFLATION,
It will probably be auggested that the proposal is merely inflation on a gigantic scale; but it may be justified by the fact that asset valuations, in the majority of balance sheets are to-day out of all accord with the facts, while it provides a prac tical and simple method by which this increased value of assets due entirely to war conditions may be made to bear Its share of the burden of war taxation. In | actual fact, it would be no more inflation than the capitalisation of reserves, which is now one of the marked features of com

AN, ILLUSTRATION.
An interesting point in connection with the suggestion is how it would work in connection with the new incorporations.) Take as an illustration the recent incor- poration of Crosse and Blackwell, Ltd. The issued capital is £7,334,389, and 20 per cent of this is £1,470,880. This would be created and added to the £3,000,000 First Preference carrying 7 per cent making. the total issued capital as follows:
£1,470,800 1,741,750
1st Preference 71% 2nd Preference 8% Ordinary shares .......... 2,812,639 The prospectus stated that the profits of the combined firms were more than equal to three times the dividend on the First Preference shares, of more than £675,000. Taking this figure the result would be that the First Preference would receive 5,310, the Second Preference £139,238, leaving £200,354 for the Ordinary shares, enough to pay a 7 or 8 per cent. dividend.

EASY TO BEAR. Thus looked at from the point of view of the capitalisation of income this.com pany, epen though its assets have been revalued in accordance with present day standards, could easily bear the impost of the Government 20 per cent. The sug. gested method, of course, applies only. to incorporated businesses. Individual war fortunes woud have to be dealt with by other methods which, with the infor mation in the possession of the Inland Revenue authorities, should not be a dif ficult matter.

"I entered business immediately after the war of 1870, when prices were high. The Yorkshire miners, at that time were going down into the mines for £1 a day They were buying sealskin costs, nding about in carriages, smoking their cigars, and
drinking their champagne. They said that they would not again go down Bawson, King Edward Hotel Blaoghal
