"It may be reasonable to equitably consider the expectations that have been formed.

to request that I may be permitted, on the usual terms, to re-enter the portion of the ground standing in my name, and to complete the buildings upon it. which I am desirous of doing in the hope of recovering in some degree the loss which I have sustained in consequence of the protracted discussion.

As I have lately returned to China, and the buildings still remain in the state in which my operations were suspended.

I beg you will be pleased to lay the above circumstances before His Excellency, and I have respectfully to request that
