On the point of the construction of mer chaat ships by private enterprise, the Committee have carefully considered the offers put forward by private shipbuilders to least pertions of deskyards from the Adisalary, and have come unanimously to the eozelusion that in no dockyard has any such scheile, a likelihood of commercia! soms. The lay-out and organisation of the yards do not lend themselves to water. h sub-divisions.. There is one source of pową faś, all kinds) in enah yard, and one set of shops supplies, both for new con straction and repairs. Dual control of no mancials would be an ngworkable proposition, and a commercial firm would require a priority of user, which the Navy could not always afford. This would en- tail a considerable alteration, and even addition, to the shops, and a general in orbasò of power services. (For example, ie is found that to carry out the proposal to lease part of Chatham to a private firm would entail an immediate expenditure of £130,000.) There would also be a fruitful source of discontent between the two bodies of men in the disparity of wages and conditions of employment.
RAPIDITY AND ECONOMY.
Touching the question of the Admiralty undertaking mercantile shipbuilding, the Committee remark that before the war the building of warships was carried out on lines totally different from those that would be necessary if the construction of merchant ships was to be a commercial success. Rapidity of delivery and economy of construction were not invariably the guiding factors. New cutruction" was occasionally delayed by the urgency of repairs to commissioned ships; alterations in design were continually occurring, and there were consequent periods in which work was proceeding at a rate far below the possible output; and, as in all Gov- ernment Departments, the machinery of control was far, more elaborate and count ed for more than in a private undertaking which had a suficient protection in its profit and loss account. Moreover, there were important differences between, mer chant ship and warship building.
