9. In the Records of the Colonial Office, I find that three Committees assembled to inquire into
the facts of Mr. Webster's case. Major Crime was President of the two first, and his opinion, in
each instance
receive compensation for his loss. The third and last Committee consisting of Messrs Campbell, Mercer, and Cleverly, were unanimously of opinion that Mr Webster had no legal claim upon the Government, and that the non-fulfilment of the agreement with Captain Meit for building a Military Bazar upon the ground within 6 months fully justified the resumption of the land.
