When probleme of-nasions! finance or Labour questions are being discussed statistics are frequently quoted to show that the rise in wholesale prices or in retail food prices since the outbreaks of war has been so much per cent. During the recent railway strike, for example, the discussion of the wage rates of the vari- ous classes of employee was largely based ca the Ministry of Labour figures for the rise in retail food prices since 1914. This rise, up to November lat of this year, is estimated to be 131 per cent. above the level of July, 1914; while the well-known
Economisinder number given the. laval of wholesale prices at the same date as 184 per cent, more than in July, 1914
Now, valuable as such statistics are, they do not tell us one thing which we aften desire to know. They do not give ns any indication of what the actual in-. crease in the cost of living has been. This they fail to do, first, because they do not take into account such important: items of expenditure as rent and insur anos, which we know to have risen very little during the war, and, secondly, be cause they do not take into account changes in consumption. For instance, the Labour Gazette tells us that butter han risen in price from 1s. 2d. in July 192, to 28 d in July, 1914, to . -840, în November 1919. But we cannot there from contrade that, if a family of four person, consumed alb, of butter. per week in July, 1914, its expenditure under this heading has risen from 2s. 6d. to 5a Ojd. because the weekly ration of batter is now only los per head that is b for a family of four, and the expenditure' on butter cannot thus exceed 13 3d It is, however, possible to make an approxi- mate estimate of the actual increase in the cost of living to an average working class family, based upon the conclusions of the Working Classes (Cost of Living) Committee appointed to report upon this question in 1918.
