WAR BOOM BUILDINGS FAST DISAPPEARING.-
"During the war Japan's shipbuilding industry showed a phenomenal develop ment, and it was principally in the neight bourhood of Osaka bodo the development took place.
It is, therefore, significant that the present number of shipyards in Osaka and surroundings is only aboun one-fourth of the number recorded dur ing the war.bham
Before the war, the apar Advertiser, there were about 20 shipyards. in Osaka anch vicinity, and their building capacity amounted to not more than 80,000 tons a year. The suspension of ordin- ary shipbuilding operations in Great Bri tain and other Allied countries sinking of merchantmen by German submarines, and the development of Japan's foreign trade during the war curbined to increase the demand for Japanese ships, and served as a mighty impama to the development of the shipbuilding industry of this coun try By the end of 1917 the number of abipyards in Osaka and the immediate neighbourhood had reached 75, and their total capacity amounted to about 500,000 tags - The number of shipbuilding warth is about four times the pre-war, gure while the increase in capacity is threefold The fact that the increase was smaller in capacity than in numbers was due to the fact that the greater number of the new shipyards were operating on a small scale TIDE TURNED IN 1915.
The tide turned in the summer of 1018 when the United States prohibited the exportation of steel. Great Britain had previously imposed an embargo, and, as a result, the chief source of the supply of steel for Japan was the United States, but this supply was cut off in consequence of the export embargo Another case of the unfavourable change in the situation, was the issue of the Wartime Shipping Control Act by the Japanese Govern ment, which was almost simultaneous with the imposition of the American embargo, The Act prohibited the sale or chartering of Japanese ships to foreigners except with permission of the Minister of Com muncations and for some time this permis ñon was practically impossible to obtain. The prohibition meant much when one i recalls that the wartime boom in Janka us due largely to foreign demand for

The freight rate on general cargo from Kobe to London, which reach ed 1,200 shillings per ton during the wax boom, bal destined to about 100 shillings, though the present rate is 190, shillings. In the same way, the value of tonnage fell from Y. 1,000 per ton sa 200.
