REVELATIONS ABOUT THE GERMAN FLEET. ORDERS OF THE KAISER. The Gerinan book of revelatioris has just been cariched by another important chapter. This is a little volume publish- ed by the widow of Admiral ven Pohl, who, after serving as Chief of the Ad mirilty Staff at the beginning of the war, was appointed to the command of the High Seas Fleet in February, 1915, and held that post till his fatal illness in the following January. What Fra von Pohl offers us is a collection of extracts from her, husband's diaries and letters without any kind of commentary or in- terpretation, but her object is to clear his memory from the slur left upon it by the attacks of Admiral von Tirpitz Her book has an historical value in showing how the differences of opinion and dis- sensions in the control of the German flea were exacerbated by the battle of Heligo land.

The result of this engagement brought to a crisis the conflict of view as to the tactica to be followed by the Ger- man naval forces, and also seems th

have been the first factor seriously to discredit Von Tirpitz's policy of cultivating battle- ships and neglecting the smaller types of war craft. On the margin of the report on the battle the Kaiser wrote: fleet has become too confident through the inactivity of the English, who have made good use of the weather. Such surprises must not occur again."

It cost Von Pohl, some trouble to get this order modified into a formy, more com plimentary to the flex On the following day, however, the Kaiser, who was very nervous about the fate of his ships, gave the command, "No aggressive action till I order it." Voc Pohl, Yon Tirpitz, and Von Molike were all of opinion that this command would paralyse the initiative of Admiral Ingenñohl, the then commander of the High Sens" Fleet, and the Chief of the Admiralty Staff seems to have taken upon himself to suppress it. Or rather, be considered that it was suff ciently clearly expressed in a pessage towook of the Steamer's arrival here, after which be obtained the Kaiser's agreement, which they cannot be recognized recommending "cautious reserve in face of superior hostile forces, so that the object of our operations, the, poncentra tion of all our forces for a decisive battle, may not be imperilled by premature Josans."
