COTTON CULTIVATION. THE PROSPECTS IN MESOPOTAMIA
Much interest is being shown in India in the research work which is now being earried on to ascertain what prospects there are for cotton cultivation in Meso- potamia. Recently two delegates of the British Cotton Growing Association have been on a tour of inspection and inquiry And the Barra Times reports that during a six weeks, tour the delegates inspected. lands which comprised the lower reaches of the Tigris and Euphrates, the irrigated tracts commanded by the Piyals and by the Euphrates south of the Hiadiyah Barrage, the-riverain tract commanded by lift irrigation, and the undulating submontane country as far north as Mosul. They visited, the Central Cotton Experimental Agricultural Farm Dear Baghdad and also the Agricultural Stations at Amara, Hillab, Baquba and Mosul, where part of the work conducted by the Cotton Expert is duplicated. They were pleased that much of the spade work bad already been done, but, werg' Fagreed that the present experimental work must continue beferd one car speak with anality in regard to the varieties off cotton beas suited for cultivation in this country. The delegates were agreed with the Agricultural Directorate that the time has arrived when further work must be con- ducted on a large commercial scale to dis cover whether cotton cultivation can be considered a profitable undertaking; if so, what returns can normally be aspect ed. This work could best be assigned to private enterprise as distinguished from Government agency for experienos has shown that the cultivator will place re liance on profits made and produce obi tained only when the work is dissociated from Government Department.
BRITISH ASSOCIATION'S SCHEME, The British Cotton Growing Associa tion are prepared, by way of experiment, to undertake the commercial cultivation. of cotton in Mesopotamia on a few thou Band acres of land commanded by fair irrigation, and to make over the profits, if any accrue, to be spent on promoting the cotton industry in this country under control of the Civil Administration They anticipate numerous difficulties, chief of which is the labour problem They consider that this can be satisfac torily overcome by, recruiting locally the available labour and reducing the number of hands employed to the bare minimum necessary to handle labour saving appli
ances.
The delegates emphasised the necessit of Government control of all coston ning and pressing plants erected in the country in order to supply of good weed to are a regula have resulted from an uncon

THE 24-HOUR CLOOK
DECISION BY BRITISH COMMITTEE OF INQUIRY.
The Committee appointed some little time ago by the Home Secretary to com sider and report as to the advisability of adopting the 24-hour method of reckon ing and expressing time in the United Kingdom, bas made good, progress, mys The Times. It is understood that the Committee bas practically decided to re- commend the tubstitution of the 24-hour AND clock for that now in use.

Briefly, the 24-hour method into which the inquiry is being conducted is that the Queen's Boad Central, Telephone No. 2933 hours from noon to 11 p.m. are expressed The terms in numbers from 12 to 2

It was shown during the war that the new method was of great advantage to the Services The Novy was the first to adopt it, and it was afterwards intro- duced into the Army and the Royal Air Farce. The leading railway authorities have since unanimously approved-tho scheme. Among the advantages which are claimed for the new method are the lessen- ing of the chances of mistakes in stating time In the railway time-tables for example, the mistakes which are liable to arise, at present owing, to the confusion between in and p.m., or when either of the latter terms is omitted, are obvinted Another advantage which would result is the economy in telegrama,
