WINE AND TOBACCO BUREAU.
PIXING, February 21st, According to a presidential mandate, the newly-established Wine and Tobacco Bureau has been placed under the direct supervision of the Premier instead of the Ministry of Finance. Mr. Chang Shon- lin has beca appointed Director-General of the Bureau, with Chien Ching-sun as resident manager. All financial matters concerning wine and tobacco in the coun- try will be administered by this bureau without reference to the Ministry of Finance. This is very important, as now the Wine and Tobacco Bureau will not bo under the control of the An-fu party.

Mr. San Paochi, Director-General of the Customs Administration, has been re-elected Chairman of the Board of Directors of the famous, Han-yeh-ping Iron and Steel Corporation. Mr. Bua has been urged by the Peking Government to return to the capital, because it is re ported that he has been offered the post of Foreign Minister by the Chin Cabinet in place of Mr. Lu who is determined to resign this time. Mr. Chen Lu, according to official telegrams from Peking, bas consented to remain in his post of Vice- Foreign Minister until a new Minister has been apponted by the President,

HARDI, February 21st. "According to Chinese semi-official in- formation, the withdrawal of the Chinese troops from Shuangchentze and other places on the Russian frontier cannot be undertaken at the present moment, bo- cause Japan regards it as inconsistent with the stipulations of the Sino-Japanese Military Pact signed in Peking in 1918 The Chinese attitude towards the present chaotic political conditions in Siberia is most interesting. On the one hand, the Chinese authorities in Manchuria and Mongolia are maintaining what they call strict neutrality towards Russia, while, at the same time, China is being forced to absorve the stipulations of the Sino- Japanese Military Pact which was con cluded between Japan and China-for the sole purpose of taking concerted action against the common enemy in the Russian Far East This double policy has placed the Chinese authorities along the Chinese Russian, frontiers in a very difficult and awkward position. The Chinese troops at Bhaaagchentze about two thousand in. number, are still under the supremo com- mand of General Qoi.:
FATE OF ADMIRAL'KÖLICHAK
HARBIN, February 21st, Phe reported execution of Admiral Koltebak by the Bolsheviks at Irkutek is still unconfirmed. It is reported that, all the gold and silver which was turned over: to the custody of the Czecho-Slovaks at Omsk, Irkutsk and Vladivostock by the authorities of the defunct Koltchak Government has been handed over to the Social Revolutionaries and the "Reds" by the Czecho officials. The Czecho-Slovak have been forced to do so for the sake of facilitating the repatriation of the Czech troops and others from Siberia.
