THE SECRET TREATY WITH TURKEY.
Herr Kautaky and his co-editor, Count Montgelts and Professor Walter Schück- ing, have now been authorized to publish the 900 deumenta from the Wilhelm strane archives which they have designat ed an specially boaring upon the question: of German responsibility for the war." The whole collection, which is published in four volumes, throws much fresh light, apon the aims and methods of Austro-: German diplomacy during the fateful months of June, July, and August, 1014.

the following text of the Turco- Germann Treaty of Alliance, signed at Constantinople at 4"p.m. on August 2nd,

CONSTANTINOPLE, Aug. 2nd., 1014. Article 1-The two contracting Powers)

been denounced by one of the High Contracting Parties six months before the expiration of the term fixed above, this Treaty shall continue to take effect for a fresh, period of five years. Article 7-The present instrument shall be ratised by his Majesty the German Em- peror, King of Prussia, and by his Majesty the Emperor of the Ottomans, and the ratifications shall be exchanged within a period of one month from the 'date of signature.
Article 8-The present agreement shall re main secret, and may not be made public, wave after an agreement between the two High Contracting Parties.

THE TURKISH HIGH COMMAND. -
With regard to Article 3, the German Ambassador observed that the Turks de- Bired a form of words that would÷safe guard the Sultan's prerogative as Com mander-in-Chief of the Turkish Army." The formula originally drafted in Berlin by Herr Zimmermann, Unter Secretary to Herr von Jagow at the Wilhelmstrasse, prescribed that the German Military Mission should assume aprende cou mand of the Turkish Army for the duration of the war." This formula was approved by the Kaiser on July 28th, bat Herr von Bethmann Hollweg, finding it 400apodietie, proposed that Turkey should undertake to assure effective exercise of the Chief Command by the Military Mission." As a matter of fact General Liman von Sanders had already, before the signature of the Treaty, worked out with Enver Pashá a detailed | programme by which the Military Mis- sion was placed in practically, supreme control of the army.
MZ ROTHSCHILD'S APPEAL
It is notorious that during the period immediately before war broke out repeat ad attempta were made from Berlin to influence opinion in England. It is less known that parallel efforts were exorted from London. These efforts are reflected in the following two telegrams which figure in the Wilhelmstrasse archives. ~

Sire, I am fully aware that your Majesty is straining every nerve in favour of peace, and it is because I am aware of this, and because I have always been such a warm and devoted admirer of your Majesty's policy, that I venture, to address your Majesty at such a very critical moment, when the blessings of pesce or the horrors of war are evenly balanced, Will your Majesty, therefore, send me a proposal which I could at onco lay before any friends, and which would be of such a nature nå would find favour both at St. Petersburg and at Vienna, and which could be warmly sup ported by my friends? I venture most earnestly to hope that your Majesty will most graciously reply (7 to one) who begs to subscribe, himself your Majesty's most faithful and obedient servant,

The Foreign Office filed, Mr. Boths child's telegram, with a note to the effect that no arknowledgment could be sent as the cable service with England had broken down.
