In reply, the Waichiaopu observes that the Revenus Council of the Ministry of Firaned is definitely of opinion that the nationally adopted General Customs Tarif is applicable to the goods of coun- tries which have no Tariff agreement with China; and that, consequently, all goods shipped to China having their origin in countries without Tariff agreement with China must pay duty according to the nationally adopted General Customs Tarif. It is contended that it is there fore only just that goods obviously produced within a country without Tariff agreement with China, though shipped to China from a "port of a Treaty Power, should be charged duty in accordance with the nationally adopted General Customs Tarif. Under instructions of the Revenue Council the Inspector-General of Customs made enquiries into the Customs pro cedure of other countries, and he has reported that there is a definite division of classes of goods on which duty is charged and that there is a uniform requirement that all imports whatsoever must show certificates of origin. That being the case, it is now proposed that, in future, certificates of origin shall be required for goods the origin of which is not readily ascertainable, in order to simplify the work of the Maritime Customs in collecting duty. This pro- cedure is within the competence of the Maritime Customs authorities, and the
