We have the honour to acknowledge the receipt of your letter of the 10th April 1849 and its enclosure, also a letter written by yourself to His Excellency The Governor of the same date.

We do not feel authorized to at all abate the demand made by The Honble. Board of Ordnance on the Civil Government of Hong Kong for the sums specified, and have no discretionary power to alter their decision on the subject, but will forward your letter to England for their consideration.
