Mr. J. Wishaw, who presided, "con-. gratulated Sir George Buchanan on his appointment to. Rome.

Sir George said that the members of the club were destined to play an import ant part in the work of Russia's recon- struction. The future of Russia, was still veiled in obscurity. The club had advo- cated over and over again the adoption of a definite policy which would render it clear to friends and foes alike that they were going to have no truck with the Bol- shevists, but that they were determined to assist those forces which were endea vouring to give the Russian people tha. right of self-determination.

Sir George continued:-We have endea voured, and, I trust, with some success, to mask that blood-stained band, of driminals who have been trying to seduce the British working man by posing as the apostles of liberty and democracy. We have pointed out that there can be no definito, peace; to "permanent peace, in that new and better world for which we are still waiting, till the terroristic autocracy personified in Lenin has shared. the fate of the two great military auto- cracies of Central Europe. We have also pointed out the danger of the spread of Bolshevism either in the West or in the East. We have shown the danger.of it to India. We have dealt with the im- portance of Russia, with her vast poten- tialities, as a market for our goods, and we have tried to impress upon industrial classes that the country which first goes to the assistance of the people there and first supplies them with the commodities of which they stand in need will win that market.
