In the Town of Victoria some additions have been made to the drainage, particularly in the Chinese districts Taipingshan, where it was much needed; there is therefore not that accumulation of filth about the place that formerly existed, but this the Chinese do not care about; it is extremely difficult to keep the drains clear, or at least prevent a deposit at the mouth of them;
