No special blame can be attached to the Japanese Post Office, for it would be equally easy to have obtained, the morphia through the Chiness Post Office, and there are good reasons for supposing that mor- phia is sant from the Western countries to China in the same way, but this proves that the Postal Service can be, and is, used by druggists who increase their profits by puudering to the vices of their fellow men.
This means of furthering the trade in morphis was taken into consideration at The Hague Opium Convention, and an important, protocol directing the atten- tion of the Universal Postal Union to the desirability of regulating the trans- mission of opium and morphia through the post was added to, the other articles. Undoubtedly this will be dealt with bở the League of Nations and by the Inter- national Postal Conference to be held next year.
This makes it reasonable for the Chin- ese and other Governments to anticipatá the final decision of the League of Na tions, and, to check the evil pro tem, to issue certain decrees that will tend to prevent this misuse of the Postal Service. In the endeavour to promote such legisla tion the Board of Directors of the Asso ciation passed. the following resolution, and forwarded it to the Bureau direct ing the Chinese Postal Service: That the Director-General of Posts be request- ed to
