Referring Your Lordship to the Despatch No. 20 of the 24th instant, I have the honor to submit the names of 14 gentlemen whom I have appointed Magistrates and Justices of the Peace for the Colony of Hongkong, most of whom have already signified their intention of qualifying themselves for the office, by taking the necessary oath.

These gentlemen are, for the most part, personally known to myself, partners in the most influential mercantile houses, and therefore have an interest in the welfare of the Colony, and are in every respect, as fully qualified to
