5. With regard to this consideration of the Petitions, I fully concur in your observations. The confirming of the Ordinance noticed in par: 7 of your dispatch will readily co-operate with you in any well considered measures which you may have for their object. The simplification of legal procedure, and whatever modifications may be made to dispense with some portions of the technical safe-guards of the English Law, I am satisfied that, in the present condition of the community, the quills which would arise from too close an adherence to its forms would be much more legitimate subjects of apprehension.

6. With regard to the amount of fees exacted in the Inferior Court, you have, in my opinion, shown that those legally incurred are not exorbitant. The charges of Legal Practitioners...
