Whizz have settled in Kingkong and remain there, prefering it to residence at any of the Five Ports which are open to them, but where they could not enjoy the same advantages of Government. It appears, therefore, they are not in a position to call on Her Majesty's Government for anything more than this reasonable reduction of those expenses as may be consistent with the Outhe Service: and in this respect considerable concessions have been already made to them, in respect of the tenure of Land, and the amount of rent charged on Leaves.

With regard to the Prayer of the Petitions, I am not aware of any general reason for objecting to the principle of a measure which should devolve some amount of Municipal management and taxation on the inhabitants of the Colony: but until some distinct proposal is submitted to me, it is impossible for me to come to any definite conclusion on the subject.
