acquiesce in this prayer, nor do I see

for altering

the

present mode of providing for the

charge of the Colony.

It cannot be

said that the merchants resident

in

Kingshing derive direct benefit from

the Establishments beyond what is

shared with them by other parties

Engaged in trade with China

have the advantage of the security

derived from Her Majesty's Government

and Police and Military

Establishments.

Chiefly for this reason, I presume,
